When building a new home, a complete HVAC design and calculations are required for the building permit to be granted in Ontario. In addition, the design is required to be stamped by a licensed mechanical designer with a Building Code Identification Number (BCIN). This also applies for significant renovations or additions to your home. A good rule is most additions over 400 sq. ft will need an HVAC design to be permitted.
